Changi is the least dense residential area in the east — Changi Village, the Netheravon and Turnhouse landed streets, and not much else in the way of housing. It is the far end of every eastern groomer's route, which is the main practical thing to know.
That said, the dogs here are among the most outdoors-living in Singapore. Changi Beach, the boardwalk and the surrounding grassland mean sandy, damp, tick-exposed coats as the norm rather than the exception.

HDB dogs and grooming in Changi
Changi is mostly not HDB — it is a small residential pocket of village housing and landed streets surrounded by parkland, airport and military land. The dogs here live outdoors more than almost anywhere else on the island, which makes tick checks, paw inspection and proper drying the real content of a groom. Coat style is a secondary concern. Because it is the far end of the route, book with more lead time than you would in Bedok or Tampines.
